The ATI actively supports the R&D in both software and hardware to meet the demands of training operations. Since 1988, the ATI has developed the ATC ECHO-2001 Radar Simulator and the Aerodrome Control Tower Simulator.

The Administration Yuan in the December of 2002 approved the Civil Aeronautics Administration (MOTC)to implement in Taipei FIR the “Communication, Navigation, Surveillance and Air Traffic Management project".

ATI is striving to meet the demands of air traffic controllers’ training need in order to cope the service and efficiency of CNS/ATM project. In 2007 decided to implement the same radar simulator system as it going to apply in the operation facility of ANWS both at the North and South air traffic service parks. This purchase project includes the hardware and software of ATM system, scheduled to be commissioned at the mid of 2010. This Air Traffic Management (ATM) radar simulator will replace our radar simulator, and elevate the level of air traffic controllers’ training.

By using the same radar simulator system as the on-site radar system, through the creation and continuous practice of various air traffic control scenarios, the trainee will be able to learn the separation standards, the techniques of radio telephony, then will shortened the on-job training period and upgraded the service quality.

Drawing from the success of the ATC ECHO-2001 Radar Simulator, the ATI again collaborated with the same R&D team to develop the Aerodrome Control Tower Simulator. The development began in January 1991 and was completed in June 1992. Since its installation and operation in November 1993, the simulator has saved the government a great deal of expense.

Starting from July 2003, the ATI has upgraded the Aerodrome Control Tower Simulator. The simulator was built with new 180-degree-wide-angle 3D visual scene, and combined with artificial-intelligent driven vehicles to improve the fidelity and accuracy of the simulation training. The upgraded ATC tower simulator was operated from November 2004.
